I found both the TSB's relating to slow seat belts (05-16-11 & 04-24-21). It looks like the parts kit (3L2Z-78611D70-AB) is Ford's fix for almost all models that have this problem. The kit is available from Powerstrokeshop.com for about $25. I ordered mine yesterday.
