But Chara is evil. They wanted to ERASE the world. Asriel also stated that Chara wasn't exactly the best person. Chara was a bad influence on Asriel, and while they did want to free the monsters, they tried to get Asriel to kill the humans attacking them.

However (IMO) there's enough evidence to induce that Chara is the narrator for all routes.
